I read BATO #4 last night, and I have to say, you can really tell that Chuck Dixon likes Green Arrow, but is not slavishly in love with the character, either. All in all, a good showing for the Emerald Archer, and Dixon does a pretty good job of explaining (through a little piece of throwaway dialogue) why he is with the team.
SPOILERS!
Green Arrow has been recruited by Batman to help stop a spaceshot involving Brother I and the mysterious Mr. Jardine. Ollie takes an immediate dislike to Batgirl, calling her a killer. When he fires an arrow at her chest, Katana slices it out of the air, and then has a staredown with him. Later, GA and Batgirl mix it up, and GA ends up saving her from an aligator. The two seem to have at least agreed to work together, but GA still doesn't trust Batgirl.

Ollie is always joining teams in their fourth issue!
